We are seeking a Director of External Affairs!

Integrated Services for Behavioral Health (ISBH) is a community-minded, forward-thinking behavioral health organization helping people along the road to health and well-being. We meet people in their homes and communities and help connect them to the resources they need. We serve Southeastern and Central Ohio with a comprehensive array of behavioral health and other services – working with local partners to promote healthy people and strong communities. All of our services are intended to be collaborative and personalized for the individual.
The Director of External Affairs is responsible for all business aspects, including state and federal advocacy, related to governmental and private grant contracting. This role will also provide leadership in collaboration with the executive team in strategy sessions regarding external relations with the government and new business opportunities related to mission-critical services. This role directly reports to the CFO with a dotted line of reporting to the CEO.
This role is responsible for ensuring business compliance across multiple external funding streams for the organization, including but not limited to governmental entities such as SAMSHA, OMHAS, HUD, HHS, CMS, ODM, HRSA, others.
The salary range for this position is $102,000.00 to $128,506.89 based on experience, education, and/or licensure.
Key Responsibilities:
Government Relations:
Oversee contracts and memberships related to advocacy and lobbying efforts.
Develops and oversees the implementation of a comprehensive government relations strategy to influence legislation and policy relevant to behavioral health.
Cultivate and maintain relationships with key government officials and policymakers at local, state, and federal levels.
Prepare position papers, fact sheets, and other advocacy materials to present compelling arguments for the agency’s priorities.
Organize and lead advocacy efforts, including meetings, testimony, and participation in coalitions to amplify the agency's voice.
Prepares other ISBH team members to provide advocacy and testimony in their areas of expertise as needed.
Dedicated commitment and understanding of the diverse needs of the communities within the ISBH service region, with the majority of the counties falling within the Appalachian Region.
Provides direct supervision and management of positions focused on government relations activities that support the ISBH mission.
Grant Administration:
Oversee the thorough analysis of grant opportunities and identify suitable prospects for the agency’s programs.
Oversee the grant writing process to ensure high-quality submissions, including coordinating inputs from various departments.
Oversee the recording and tracking of grant applications, deadlines, and reporting requirements to ensure compliance.
Oversees grant reporting to funders and internal reporting to assure grant compliance and stewardship of funds.
Oversee the development & maintenance of grant/fund tracking system from request for funding through close-out.
Lead working sessions with operations and administrative support in the development of program narratives and associated budgets and subsequent reporting needs.
In collaboration with the Corporate Controller, ensure all external audits/financial filings are completed per terms of funding requirements.
Assist as needed in writing proposals/responses.
Assist as needed in financial analysis.
Assist in identifying new funding opportunities.
Educate teams on grant compliance items as applicable.
Serve as the administrative lead for all external reporting portals such as Grants.gov., OCEAN, SAM.gov., etc.
Evaluate and address corrective action goals as appropriate for program performance relative to budgeted/anticipated performance.
Review expenditures to ensure compliance and work with operations and finance to resolve any discrepancies.
Perform periodic audits as deemed necessary by evaluation of programmatic risk.
Participate in NGMA
Provides direct supervision and management of positions assigned to support grant-related activities that support the ISBH mission.
Performs other duties as assigned.
New Services Development:
Participate in organizational discussions and decision-making related to new business opportunities that expand or increase mission-critical services offered by ISBH.
Participate in financial analysis and opportunities for braided funding that can support the launch and sustainability of new programs.
Participate in project management of new business launches through direct management or collaboration with other departments and/or consultants.
Has dotted line reporting to the Director of Community Partnership position which supports local conversations related to service delivery and partner collaboration.
Leadership and Development of Team:
Build and provide visionary leadership to the External Affairs team, fostering a culture of collaboration, innovation, and continuous improvement.
Set clear goals and performance expectations for team members, conducting regular evaluations and providing constructive feedback.
Identify opportunities for professional development and training, ensuring the team has the necessary skills and resources to succeed.
Cultivate a supportive work environment that encourages teamwork, cross-department collaboration, creativity, and accountability, aligning team activities with the agency’s goals.

Government Relations:
Minimum of 5 years of experience in governmental relations, advocacy, or policy development within nonprofit or public sector organizations.
Proven experience in developing and executing government relations strategies that successfully influence legislation and policy related to behavioral health.
Demonstrated ability to cultivate and maintain relationships with key government officials and policymakers at local, state, and federal levels.
Grant Administration:
Minimum of 5 years of experience in grant management, grant writing, and compliance within nonprofits or government entities with an operating budget of over $15M.
Extensive experience in carrying out high-quality grant submissions, including coordinating inputs from multiple departments and managing grant application processes.
Familiarity with tracking and reporting requirements across various funding streams and the ability to ensure compliance with grant obligations.
Skills:
Strong analytical and strategic thinking skills, with a keen eye for detail to evaluate grant opportunities and assess programmatic risks.
Excellent written and verbal communication skills for crafting advocacy materials and effectively presenting compelling arguments to stakeholders.
Proficiency in grant management software and federal/state reporting systems, as well as experience with external reporting portals.
Knowledge:
In-depth understanding of funding processes from government entities and a thorough familiarity with behavioral health policies, regulations, and legislative landscapes.
Knowledge of fiscal management principles, compliance requirements, risk assessment, and audit processes related to grant funding.
Leadership:
Demonstrated experience in team leadership, capacity to set clear performance goals, and conduct regular evaluations and feedback sessions.
Ability to create a collaborative, innovative, and supportive team culture that aligns with the agency’s mission and goals.
Additional Requirements:
This position requires occasional travel across 24 southeastern and central Ohio counties to engage with stakeholders, attend meetings, and represent the agency.
Flexibility to work on weekends may be required to accommodate advocacy efforts, community partnerships, and other related engagements.
